(svn r10114) -Fix: Only load newgrf error messages if the language matches the current
language. Since only one error can be loaded anyway, if the language didn't
match you'd get "Undefined string". Also since we're only loading one language
there's no need to use AddGRFString any more.

The hash area scanned is far smaller than the old hash table, which is now used for viewport updates only. This should give a significant performance improvement for games with many vehicles. (Based on work by 'B. N. SmatZ!' and 'madman2003')

Normally this gives some artefacts, but when one NewGRF expects it to be a sprite and another NewGRF overwrites it with a non-sprite nasty things happen (drawing a non-sprite crashes OTTD).
